Marin City Community Services District (MCCSD) Facility Rental Policy and Fee Schedule

Introduction
This document provides the recommended updated fee schedule, reservation and cancellation policy, park rental structure, monthly gym contract options, and a multi-scenario revenue projection model for the Marin City Community Services District (MCCSD). It is based on current MCCSD fees (effective May 1, 2024) and the operational needs.
Updated Fee Schedule
Gymnasium Rates
- Hourly:
- Resident / Local Nonprofit: $375 for 2 hours; $50 each additional hour
- Non-Local Nonprofit: $450 for 2 hours; $85 each additional hour
- Commercial: $550 for 2 hours; $120 each additional hour
- Weekly Rates :
- Resident/Local Nonprofit 4hrs/1day $430; 3 days/week $1,290
- Non-Local Nonprofit: 4hrs/1day $575; 3 days/week $1725
- Commercial: 4hrs/1day $745; 3 days/week $2,235
Senior Center & Meeting Room Rates
- Multipurpose Room:
- Resident / Local Nonprofit: $350 (3-hr min); $40 each additional hour
- Non-Local Nonprofit: $450 (3-hr min); $40 each additional hour
- Nonresident / Commercial: $450 (3-hr min); $85 each additional hour
- Senior Center Meeting Room:
- Resident / Local Nonprofit: $150 (3-hr min); $40 each additional hour
- Non-Local Nonprofit: $150 (3-hr min); $40 each additional hour
- Nonresident / Commercial: $250 (3-hr min); $85 each additional hour
- Kitchens (Senior Center & Rec Center):
- Resident / Local Nonprofit: $50 (2-hr min); $20 each additional hour
- Non-Local Nonprofit: $50 (2-hr min); $20 each additional hour
- Nonresident / Commercial: $70 (2-hr min); $40 each additional hour

Picnic Area – Half Day (up to 50 people):

Event Service Add-Ons (If Applicable)
- Amplified Sound Permit: $50
- Vendor/Booth Permit (per vendor): $25
- Temporary Stage/Inflatables Permit: $50
- Additional Trash Pickup: $40
- Cleaning Deposit (refundable): $150
- Damage Deposit (refundable): $300
MCCSD-issued permits do not replace or waive any permits, licenses, or approvals required by Marin County, the State of California, or any other regulatory agency. Renters are responsible for obtaining all required external permits and approvals
Special Community Access Discount
MCCSD may offer a special community access discount to renters who are hosting an activity, program, or service at an MCCSD facility that is open to Marin City residents at no cost.
Eligible renters will receive fifty percent (50%) off the applicable base rental rate for their approved rental category (Resident/Local Nonprofit, Non-Local Nonprofit, or Commercial).
To qualify for this discount:
- Marin City residents must be allowed to attend at no charge.
- The renter must provide documentation demonstrating Marin City resident participation.
Acceptable documentation may include, but is not limited to:
- Sign-in or attendance sheets
- Registration or enrollment records
- Participant rosters
- Other documentation deemed appropriate by MCCSD staff
Discounts are not automatic and must be requested at the time of reservation. MCCSD reserves the right to request and review documentation before and/or after the event. Failure to provide adequate documentation may result in denial or revocation of the discount, and the renter shall be responsible for payment of the full applicable rental fee.
Deposits & Insurance
- Cleaning/Security Deposit (facility): $200 refundable if left clean
- Park Cleaning Deposit: $150 refundable
- Insurance: Renters must provide liability insurance naming MCCSD as additional insured; limits vary by event size (recommend $1M general liability for larger events)
Cancellation & Rescheduling Policy
All cancellation requests must be submitted in writing (email acceptable) by the person who signed the rental agreement.
- More than thirty (30) days before the event:
- One hundred percent (100%) of the rental fee will be refunded.
- One hundred percent (100%) of the deposit will be refunded.
- Fourteen (14) to thirty (30) days before the event:
- One hundred percent (100%) of the rental fee will be refunded.
- One hundred percent (100%) of the deposit will be refunded.
- Less than fourteen (14) days before the event:
- One hundred percent (100%) of the rental fee will be refunded.
- Fifty percent (50%) of the deposit will be refunded.
- One (1) day prior to the event, same-day cancellations, or no-shows:
- No refund of the rental fee.
- No refund of the deposit.
Cancellation by MCCSD:
MCCSD may cancel or reschedule an event due to emergencies, safety concerns, maintenance needs, or legal requirements. In such cases, MCCSD will issue a full refund of all rental fees and deposits or offer rescheduling at no additional cost. MCCSD is not responsible for costs incurred by renters related to vendors, catering, or other third-party services.
Refund Method:
Approved refunds will be issued to the original payer using the original form of payment whenever possible.
Special Circumstances:
MCCSD may consider refunds or credits on a case-by-case basis for documented emergencies. Requests must be submitted in writing and may require supporting documentation.
Long-Term Gym Contracts & Terms
- Monthly contracts available for recurring use (1–5 days per week). Contracts are billed monthly and require a signed agreement.
- Cancellation of a monthly contract requires 30 days written notice. Deposits are refundable per the cancellation policy.
- MCCSD may require a maintenance window once per quarter; contracted hourly credits may be offered if MCCSD schedules mandatory closures.
- Usage Rules and Operational Notes
- Renters must follow MCCSD facility rules, capacity limits, and safety requirements.
- Alcohol policy: If alcohol is permitted, renters must obtain a liability endorsement and notify MCCSD; additional fees and security may apply.
- Clean-up: Renters are responsible for removing personal items and trash at the end of the event; additional cleaning fees apply if the facility is left in poor condition.
- Staffing/Safety: MCCSD reserves the right to require an event monitor and/or security for larger events or events that present higher safety
